Mr. Paul-Emile Cloutier

Paul-Emile Cloutier is a senior executive with 25 years’ experience in such diverse fields as healthcare, political and public policy strategy, advocacy, transportation, and international affairs.

His most recent appointment was Chief Executive Officer and Secretary General at the Canadian Medical Association, where he successfully orchestrated a complete transformation of the association to better serve its 80,000 members. Mr. Cloutier has held various government positions, including Chief of Staff to the Minister of External Relations and International Development at the federal level, and Chief of Staff to the provincial Minister of Intergovernmental Affairs. His past governance experience includes the CMA Holdings Inc. Board of Directors, the Montfort Hospital Foundation Board of Directors, and the Advisory Committee, Women’s Executive Network of Canada. Mr. Cloutier graduated from the University of Ottawa with two bachelor’s degrees (Arts and Social Sciences), and two master’s degrees (Political Science and Health Administration). Possessing a deep commitment to community service, he brings to the KDH Board an unstinting dedication to the organization’s ongoing success.
